Singapore remains one of Asia’s major destinations for international professionals, skilled workers and entrepreneurs looking for employment opportunities and career growth.

However, working legally in Singapore is not as simple as securing a job and travelling to the country. Foreign nationals generally need an appropriate work pass before they can begin working.

For immigrants planning to work in Singapore in 2027, understanding the different work pass options is particularly important because several requirements are changing. The qualifying salary for new Employment Pass applications, for example, will increase from January 2027.

Understanding Singapore Work Visas in 2027

Singapore officially refer to its employment permits for foreigners as Work Passes.

The Ministry of Manpower (MOM) administers different work passes depending on the worker’s occupation, qualifications, salary, experience, sector and other eligibility conditions.

The appropriate pass therefore depends largely on the type of work you intend to do and the requirements attached to that particular pass.

What Is a Singapore Work Pass?

A Singapore work pass is official permission that allows an eligible foreigner to work legally in Singapore under specified conditions.

For example, a highly qualified professional with a suitable job offer may qualify for an Employment Pass, while an eligible skilled worker in a permitted sector may require a Work Permit. So, It is therefore important to identify the correct pass before making plans to work in Singapore.

Why Are Singapore Work Visa Requirements Changing in 2027?

Singapore reviews it’s foreign workforce policies and salary thresholds. One of the major changes taking effect in 2027 concerns the minimum qualifying salaries for new Employment Pass and S Pass applications.

From 1 January 2027, the minimum qualifying salary for a new Employment Pass application will increase to S$6,000 per month for most sectors. The minimum qualifying salary for new S Pass applications will also increase to S$3,600 per month for most sectors.

These figures are minimum qualifying thresholds and do not automatically guarantee approval.

Foreign workers have several possible work pass routes, depending on their circumstances.

The main categories include:

• Employment Pass

• S Pass

• Work Permit

• Personalised Employment Pass

• Overseas Networks & Expertise Pass

• EntrePass

Each pass serves a different purpose and has its own eligibility requirements.

1. Employment Pass

The Employment Pass (EP) is primarily designed for foreign professionals, managers, executives and other eligible professionals who have a job offer in Singapore.

From 1 January 2027, new Employment Pass applications will generally require a minimum qualifying salary of S$6,000 per month.

The threshold is higher in the financial services sector, where the minimum will become S$6,600 per month.

The required salary also increases with age. For example, applicants aged 45 and above will generally need to earn at least S$11,500 per month in most sectors under the 2027 requirements.

However, salary is not the only consideration. Unless an exemption applies, the Employment Pass application must also satisfy the requirements of Singapore’s Complementarity Assessment Framework (COMPASS).

2. S Pass

The S Pass is intended for eligible foreign employees working in associate professional and technician-level positions.

For new applications from 1 January 2027, the minimum qualifying salary will increase to S$3,600 per month for most sectors. Like the Employment Pass, the qualifying salary increases progressively with age.

The S Pass also operates under additional workforce controls, including employer quotas and foreign worker levies. This means that meeting the minimum salary requirement does not necessarily mean an applicant will receive approval.

3. Work Permit

The Work Permit is mainly used for eligible migrant workers in specific sectors. Depending on the applicable rules, sectors can include:

• Construction

• Manufacturing

• Marine shipyard

• Process

• Services

Work Permit eligibility is different from the Employment Pass and S Pass.

Singapore applies source-country or region requirements, sector-specific rules, employer quotas and foreign worker levies. Therefore, expected workers should check whether their nationality, occupation and intended sector fall within the applicable Work Permit rules.

4. Personalised Employment Pass

The Personalised  Employment Pass (PEP) is designed for certain high-earning Employment Pass holders and eligible overseas foreign professionals. The PEP offers greater flexibility than an ordinary Employment Pass because eligible holders can change employers without applying for a new work pass each time.

The current minimum fixed monthly salary requirement is S$22,500. The PEP can be issued for up to three years and is not renewable. Because of its high salary threshold, this route is generally intended for experienced, high-earning professionals rather than ordinary entry-level applicants.

5. Overseas Networks & Expertise Pass

The Overseas Networks & Expertise Pass (ONE Pass) is intended for individuals with outstanding professional achievements or expertise in areas such as business, arts and culture, sports, academia, research and technology.

One eligibility route requires a fixed monthly salary of at least S$30,000, subject to the applicable MOM criteria. The pass can be issued for up to five years at a time.

Singapore has also announced a new AI and Tech track under the ONE Pass framework, taking effect from 28 January 2027, for qualifying experienced technology professionals and founders.

6. EntrePass

The EntrePass is designed for eligible foreign entrepreneurs, innovators and experienced investors who want to establish and operate an eligible business in Singapore.

It is not simply an alternative to the Employment Pass for people looking for ordinary salaried employment. Applicants must satisfy the applicable business and entrepreneurial criteria.

Singapore Work Visa Requirements for 2027

The requirements depend on the type of work pass being considered. However, prospective applicants may need information or documents such as:

• Valid passport

• Employment information

• Job offer or employment arrangement

• Educational qualifications, where applicable

• Professional qualifications

• Relevant work experience

• Salary information

• Employer information

• Additional supporting documents requested by MOM

Applicants should not assume that every pass requires exactly the same documents.

Employment Pass Requirements for 2027

For professionals considering Singapore employment, the Employment Pass is one of the most important routes to understand.

From 1 January 2027, the minimum qualifying salary will be:

Most sectors

• S$6,000 per month for applicants aged 23 or below

• The threshold increases progressively with age

• S$11,500 per month for applicants aged 45 and above

Financial services

• S$6,600 per month for applicants aged 23 or below

• The threshold increases progressively with age

• S$12,700 per month for applicants aged 45 and above

The salary requirement alone does not guarantee approval. Eligible applications must also satisfy COMPASS, unless the applicant qualifies for an exemption.

S Pass Requirements for 2027

The S Pass has its own salary and workforce requirements.

For new applications from 1 January 2027, the minimum qualifying salary will start at S$3,600 per month for applicants aged 23 or below in most sectors.

The requirement increases with age. For applicants aged 45 and above, the minimum qualifying salary will generally be S$5,100 per month in most sectors. The financial services sector has higher thresholds.

Employers must also have sufficient S Pass quota and pay the applicable foreign worker levy.

How to Apply for a Singapore Work Visa in 2027

The application procedure depends on the work pass.

For common employment passes such as the Employment Pass and S Pass, the employer or an appointed employment agent generally submits the application.

Step 1: Find a Genuine Job Opportunity

The first step is to find an employer offering a legitimate position in Singapore.

Your proposed job should match your experience, qualifications and the requirements of the relevant work pass. Be cautious about recruiters who promise guaranteed employment or guaranteed work-pass approval in exchange for large payments.

Step 2: Identify the Correct Work Pass

Once you have a job offer, determine which work pass applies to your situation.

For example:

• Professional or managerial role → Employment Pass may be relevant

• Eligible associate professional or technician role → S Pass may be relevant

• Eligible sector-based migrant worker role → Work Permit may be relevant

• High-earning international professional → PEP or ONE Pass may be relevant

• Eligible entrepreneur → EntrePass may be relevant

The final eligibility decision depends on the official requirements of each pass.

Step 3: Check Your Eligibility

Before submitting an application, the employer should confirm that both the candidate and the proposed position satisfy the relevant requirements.

For Employment Pass and S Pass applications, employers can use the Ministry of Manpower’s Self-Assessment Tool.

Step 4: Prepare the Required Documents

Prepare accurate information about your:

• Passport

• Employment history

• Qualifications

• Professional experience

• Job position

• Salary

• Employer

Additional documents may be requested depending on the work pass.

Step 5: Submit the Application

For Employment Pass and S Pass applications, the employer or appointed employment agent submits the application through the appropriate MOM system.

The candidate should provide accurate information and supporting documents requested by the employer.

Step 6: Wait for the Application Outcome

MOM states that online Employment Pass and S Pass applications are generally processed or given an update within 10 business days.

For Work Permit applications, most online applications are processed within one week.

Processing times can vary depending on individual circumstances, so applicants should not treat these timelines as a guarantee of approval.

Step 7: Complete the Pass Issuance Process

Once an application is approved, the necessary issuance procedures must be completed.

Depending on the pass, this can involve additional documentation, medical requirements, registration of fingerprints and photographs, and receiving the physical work-pass card. Applicants should follow the instructions provided in their approval and issuance documents.

• Verify the Employer

Research the company offering you employment. Make sure the job, salary and employment arrangement are genuine before providing sensitive documents or making payments.

• Keep Your Information Consistent

Your CV, qualifications, employment history, job position and other information should be accurate and consistent. Providing false or misleading information can create serious problems during the application process.

• Be Careful With Recruitment Scams

No legitimate recruiter should be able to guarantee that Singapore will approve your work pass. Be cautious of anyone who promises:

• Guaranteed work-pass approval

• Guaranteed employment

• Extremely high salaries without a credible job description

• Entry into Singapore without the appropriate work authorization

• A way to bypass official requirements

• Use Official Singapore Sources

Singapore’s work-pass requirements can change.

Applicants should use the Ministry of Manpower as the primary source when checking eligibility, application procedures, salary requirements and fees.

• Common Mistakes to Avoid

Foreign workers can make their application more difficult by relying on outdated or incorrect information. Some common mistakes include:

• Using outdated salary requirements

• Applying for the wrong work pass

• Providing inaccurate employment information

• Using unverifiable qualifications

• Paying scammers for guaranteed approval

• Assuming every foreign worker qualifies for a Work Permit

• Ignoring employer quota requirements

• Starting work before receiving the appropriate authorization

• Relying entirely on unofficial immigration websites

Taking time to verify the requirements before applying can help applicants avoid unnecessary problems.

Can Nigerians Apply for a Singapore Work Visa?

Yes, Nigerian citizens can seek employment opportunities in Singapore, but they must satisfy the requirements of the relevant work pass. There is no single work visa automatically granted based simply on nationality.

For example, a Nigerian professional with a qualifying Singapore job offer may be considered for an Employment Pass if the applicable requirements are satisfied.

A worker seeking a Work Permit would face different requirements because Work Permit eligibility depends on factors including the approved source-country or region list, sector and occupation.

Therefore, Nigerian applicants should focus on finding a genuine job and identifying the work pass that corresponds to their circumstances.

How Much Does a Singapore Work Visa Cost?

The cost depends on the type of work pass and the stage of the application.

Applicants should check the latest official fee information from Singapore’s Ministry of Manpower before making payments because government fees and procedures may change.

Official application fees should also be distinguished from fees charged by private recruitment agencies or other service providers.

Final Thoughts

Singapore offers different work-pass routes for professionals, skilled workers, entrepreneurs and highly experienced international talent.

For immigrants planning to work in Singapore in 2027, understanding the difference between the Employment Pass, S Pass, Work Permit and specialized passes is an important first step.

The increase in qualifying salary thresholds for new Employment Pass and S Pass applications also means that prospective workers should check the latest requirements before accepting an employment opportunity.

Most importantly, applicants should rely on official Singapore government information, verify their prospective employer and avoid anyone promising guaranteed work-pass approval.

With the right job, accurate documentation and an understanding of the applicable requirements, prospective foreign workers can approach the Singapore work-pass process with a clearer understanding of what to expect.
